Census Amendment Regulations 2000 (No. 1)

Section 27 of the Census and Statistics Act 1905 (the Act) provides that the GovernorGeneral may make regulations, not inconsistent with this Act, prescribing all matters and things which, by this Act, are required or permitted to be prescribed, or which are necessary or convenient to be prescribed for carrying out or giving effect to this Act.

Subsection 8(1) of the Act provides that the Census shall be taken in the year 1981 and in every fifth year thereafter, and at such other times as are prescribed.

Subsection 8(3) of the Act provides that for the purposes of the taking of the Census, the Statistician shall collect statistical information in relation to the matters prescribed for the purposes of this section.

The purpose of the Regulations is to prescribe the topics to be included in the 2001 Census of Population and Housing.

The Regulations provide that:

(a) the Census Day will be in the year 2001;

(b) four new topics are included in the 2001 Census compared to the 1996 Census; (ancestry; use of personal computers; use of the Internet; and status of a person in a nonprivate dwelling)

(c) three topics from the 1996 Census are not included in the 2001 Census; (number of children ever born applying to females over the age of 15 years; present marital status for a person who is usually a member of the household but is absent on the Census night; and provision of furniture in a rented. dwelling)

(d) a number of other topics carried over from the 1996 Census have been expressed in a revised manner as indicated in the Attachment.

The principal Regulations are being amended at this time to ensure that the changes are made to the prescribed matters prior to the 2001 Census.

Attachment

Regulation 1 specifies the name of the Regulations.

Regulation 2 provides that the Regulations will commence on gazettal.

Regulation 3 provides that these Regulations amend the Census Regulations as set out in Schedule 1.

Schedule 1

Item 1 replaces the citation with the name of the Regulations to conform with current drafting style.

Item 2 provides that Census Day will be in the year 2001.

Item 3 provides for the revised topic., highest level of primary or secondary school completed, rather than age left school.

Item 4 provides for the revised topic, labour force status, rather than whether employed or unemployed.

Item 5 adds in the new topic, ancestry and removes the topic number of children ever born applying to females over the age of 15 years.

Item 6 revises the topic, main duties or tasks that the person usually performs in the occupation and replaces the topic on how the person travelled to work during the week with the revised topic of how the person travelled to work on Census Day.

Item 7 adds in the new topics, use of personal computers, and use of the Internet.

Item 8 revises the requirement from households to households in private dwellings.

Item 9 removes the topic on present marital status for a person who is usually a member of the household but is absent on the Census night.

Item 10 revises the topic number of bedrooms occupied by the household to number of bedrooms in the dwelling.

Item 11 provides for the removal of the topic on provision of furniture in a rented dwelling. This amendment also revises the topic number of registered motor vehicles garaged or parked at or near the dwelling on census night, to cover the number of registered motor vehicles and motorcycles garaged or parked at or near the dwelling on census night, that are owned or used by residents of the dwelling.

Item 12 provides for the addition of the topic the status of a person in a nonprivate dwelling, and

Item 13 removes the previous Regulation 5 which repealed the Regulations in place for the 1991 Census as it is no longer relevant.
