PRIMARY INDUSTRIES LEVIES AND CHARGES COLLECTION (NATIONAL RESIDUESURVEY-DEER) REGULATIONS (AMENDMENT) 1997 NO. 366

EXPLANATORY STATEMENT

STATUTORY RULES 1997 No. 366

Issued by Authority of the Minister for Primary Industries and Energy

National Residue Survey Administration Act 1992

Primary Industries Levies and Charges Collection Act 1991

Primary Industries Levies and Charges Collection (National Residue Survey-Deer) Regulations (Amendment)

The purpose of the regulations is to increase the operative levy rate for deer slaughter, under the Primary Industries Levies and Charges Collection (National Residue Survey-Deer) Regulations, to $0.03 per kilogram from $0.025 per kilogram. The overall rate of 18 cents per kilogram applying to the Deer Industry will remain the same.

The increase in levy is required by the Deer Industry in order to meet the cost of a compulsory residue monitoring program that gives venison access to international and domestic markets. Declining throughput (from 1 078 435 kilograms in the 1994-95 financial year to 800 039 kilograms in the 1996-97 financial year) is the main cause behind the increase in levy rate. However, the overall rate of levy for the Deer Industry will remain at 18 cents per kilogram. The increase in levy will come from the Research and Development component of the overall levy so that no further impost occurs for the industry.

Separate regulations amend the Research and Development component of the Deer Industry levy.

This new rate of National Residue Survey levy is effective from 1 January 1998.
