RADIOCOMMUNICATIONS STANDARD 302 (CORDLESS TELEPHONES) (REVISED 1991) 1991 NO. 293

EXPLANATORY STATEMENT

STATUTORY RULE 1991 No. 293

ISSUED BY THE AUTHORITY OF THE MINISTER FOR TRANSPORT AND COMMUNICATIONS

Subsection 9(1) of the Radiocommunications Act 1983 (the Act) provides that the Minister may, by instrument in writing, make standards for specified devices or devices included in specified classes of devices.

Subsection 9(2) of the Act provides that, before making a standard, the Minister shall publish the standard that he proposes to make and invite interested persons to make representations in connection with the proposed standard.

Subsection 9(5) of the Act provides that standards relating to radiocommunications transmitters may consist only of such requirements as to

(a)       the performance, design and construction of radiocommunications transmitters; and

(b)       markings, warnings, instructions or other statements to be impressed on, worked into, or annexed or affixed to, or to accompany, radiocommunications transmitters,

as are necessary for or in relation to -

(c)       the operation of those radiocommunication transmitters;

(d)       the prevention of prescribed interference, or risk of prescribed interference, to any other uses or functions

of those radiocommunications transmitters; and

(e)       the prevention or reduction of interference, or risk of interference, to radiocommunications.

Subsection 9(7) of the Act provides that standards relating to receivers may provide for requirements as to the performance and operation. of those receivers.

A proposed new standard for cordless telephones was published by the Minister in the Commonwealth of Australia Gazette No. GN 22, 6 June 1990. The Department did not receive any representations in relation to the proposed standard. The standard was signed by the Parliamentary Secretary for the Minister for Transport and Communications on 10 Sept 1991.

NOTES ON CLAUSES

PART 1 - PRELIMINARY

Clause 1 - Citation

Clause 2 - Interpretation

Provides for the definition of terms used in the standard.

Clause 3 - Devices to which this standard applies

Subclause 3(1) provides that the standard applies to all cordless telephones except for those specified in subclause (2) (which are covered by AUSTEL or other standards).

Subclause 3(2) provides that the standard does not apply to cordless telephones designed or intended to operate in cellular mobile telephone services, or to other cordless phones which are designed or intended to operate in the 861 MHz to 865 MHz band inclusive.

PART 2 - GENERAL

Clause 4 - Equipment markings

Provides that devices to which the standard applies and for which a compliance statement certificate has been issued under section 12 of the Act, must display a suitable compliance statement which must contain certain specified information. This clause also sets out the requirements for display of the compliance statement.

Clause 5 - Adjustment mechanisms

Restricts access to any adjustment mechanism which enables a device to operate contrary to the standard.

Clause 6 - Conditions of operation

Subclause 6(1) specifies the ranges of ambient temperature and primary supply voltage within which the device must meet the technical specifications for the transmitter and receiver specified in Parts 3, 4, 5 and 6 of the standard.

Subclause (2) provides that the requirements of Parts 4 and 6 of the standard must be met by a device when placed in a specified physical layout.

Subclause (3) provides that the requirements of Part 5 of the standard must be met by a device when operating into the standard AC mains network.

Clause 7 - Antenna

Provides that a base station antenna must be an integral and permanent part of the device.

PART 3 - TRANSMITTERS - GENERAL

Clause 8 - Application

Provides that, in Part 3, "transmitter" means a radiocommunications transmitter of a base station or a handset.

Clause 9 - Nominal carrier frequency

Subclause 9(1) provides for transmitters to operate on nominal carrier frequencies specified in the Schedule, subject to the acceptable frequency error allowed by Clause 10.

Subclause 9(2) provides that a transmitter must operate on only 1 channel at a time.

Clause 10 - Frequency error

Specifies the maximum transmitter carrier-frequency error.

Clause 11 - Frequency deviation limiting

Specifies the maximum transmitter frequency deviation.

PART 4 - TRANSMITTERS OPERATING ON A NOMINAL CARRIER FREQUENCY EXCEEDING 2 MHz

Clause 12 - Application

Provides that, in Part 4, "transmitter" means a radiocommunications transmitter of a base station or a handset operating on a nominal carrier frequency exceeding 2 MHz.

Clause 13 - Carrier frequency field strength

Restricts range and power of transmitters.

Clause 14 - Unwanted emissions

Prescribes maximum allowable levels of unwanted emissions.

PART 5 - TRANSMITTERS OPERATING ON A NOMINAL CARRIER FREQUENCY NOT EXCEEDING 2 MHz

Clause 15 - Application

Provides that in Part 5, "transmitter" means a radiocommunications transmitter of a base station operating on a nominal carrier frequency not exceeding 2 MHz.

Clause 16 - DC power input

Prescribes the maximum DC input to the transmitter final stage.

Clause 17 - Unwanted emissions

Prescribes the minimum level of suppression of unwanted emissions relative to the transmitter carrier power.

PART 6 - RECEIVERS

Clause 18 - Radiation

Specifies the maximum field strength of each radiation from a base station or handset receiver.
