Shipping Registration Regulations (Amendment)

Section 83 of the Shipping Registration Act 1981 (the Act) authorises the Governor-General to make regulation for the purposes of the Act.

The Australian Shipping Register, which is computerised, is kept in, and administered from, the Australian Maritime Safety Authority office in Canberra. Regulation 41 of the Shipping Registration Regulations provides for the time of an entry in the Australian Register of shipping to be the Australian Eastern Standard Time (AEST).

However, the yearly move to summer time means that when summer time is in force, the computerised system would have to be manually overridden to continue recording AEST in compliance with the existing regulation.

The proposed amendment replaces reference to AEST with time in the Australian Capital Territory determined under the Standard Time and Summer Time Act 1972 of the Australian Capital Territory at the moment that the entry is made.

This will allow the time of registration to be consistent with the actual time used locally in the Australian Capital Territory at the time of recording.
