Explanatory note
This explanatory note relates to this Bill as introduced into Parliament.
Overview of Bill
The object of this Bill is to amend the Transport Administration Act 1988 to authorise a rail
infrastructure owner (within the meaning of the Act) to close the public railway line that runs from
Railway Street, Wickham, to Newcastle railway station. The authorisation is for the purposes of
section 99A of the Act, which prohibits a rail infrastructure owner from closing a railway line (by
selling or otherwise disposing of the land concerned or by removing the railway tracks and other
works concerned) unless authorised to do so by an Act of Parliament.
Outline of provisions
Clause 1 sets out the name (also called the short title) of the proposed Act.
Clause 2 provides for the commencement of the proposed Act on the date of assent to the
proposed Act.
Clause 3 amends the Transport Administration Act 1988 to give effect to the object set out in the

1 Name of Act 2
This Act is the Transport Administration Amendment (Closure of Railway Line at 3
Newcastle) Act 2015. 4

This Act commences on the date of assent to this Act. 6

(1) For the purposes of section 99A, a rail infrastructure owner is authorised 12
to close the whole or any part of the railway line that runs from Railway 13
Street, Wickham, to Newcastle railway station, corner of Scott and Watt 14
Streets, Newcastle. 15
(2) Accordingly, a rail infrastructure owner authorised under subclause (1) 16
may sell or otherwise dispose of the land concerned and remove the 17
railway tracks and other works concerned. 18
Application 19
This Part extends to any action taken by a rail infrastructure owner 20
before the commencement of this Part. 21
