(1) The designated agency having supervisory responsibility for a child or young person in out-of-home care must inform the parents of the child or young person as to the progress and development of the child or young person.
(2) In this section,
"parent" , in relation to the child or young person concerned, means--(a) the person (other than the Minister or the Secretary) who had parental responsibility for the child or young person immediately before the child or young person was placed in out-of-home care, and(b) if the person referred to in paragraph (a) (including the Minister and the Secretary) had parental responsibility for the child or young person pursuant to an order of the Children's Court--the person who had parental responsibility for the child or young person immediately before the order was made.
