"correctional centre offence" is an act or omission by an inmate, whether or
not it is also a criminal offence that--
(a) occurs while the inmate is--(i) within a correctional centre or correctional complex, or(ii) taken to be in the custody of the governor of a correctional centre, and
(b) is prescribed by the regulations as a correctional centre offence for this division.
