(1) The regulations may confer on a registered certifier specified powers of a council investigation officer under this Division for the purpose of exercising functions under this Act as a registered certifier.
(2) This Act applies (subject to the regulations) to any such registered certifier in the same way that it applies to a council investigation officer.
