(1) The Industrial Registrar may refer to the President, for decision by the Commission--(a) a matter (or part of a matter) before the Industrial Registrar, or(b) a question arising in a matter before the Industrial Registrar.
(2) The President is to determine whether or not the Commission should deal with the matter or question.
(3) The Commission may--(a) hear and determine the matter or question, or(b) refer the matter or question back to the Industrial Registrar, with such directions or recommendations as the Commission considers appropriate.The Commission may hear and determine a part of the matter and refer the remainder back to the Industrial Registrar.
(4) A matter before the Industrial Registrar is to be heard and determined by the Commission if the President refers the matter for hearing and determination by the Commission (whether constituted by a single member or by a Full Bench).
