(1) If the decision-maker is satisfied that a relevant person is not a fit and proper person, the decision-maker may, by written order given to the person, declare that the person is not a fit and proper person (a
"declared person" ).
(2) The decision-maker may make a declaration at any time, including at the request of the Minister or on the decision-maker's own initiative.
(3) The decision-maker may, without limiting other matters that can be taken into consideration, take into consideration matters specified by the regulations for the following purposes--(a) deciding whether a person is or is not a fit and proper person,(b) deciding whether to make a declaration.
