(1) The Secretary may inspect a public authority's documents in relation to public health and, for that purpose, may direct the public authority--(a) to make any such document available for inspection, or(b) in the case of a document that is not in writing but is capable of being reduced to writing, to produce, and make available for inspection, a written copy of the document.
(2) The Secretary may make copies of, or take extracts from, any documents made available under this section.
