TOTALIZATOR ACT 1997 - SECT 27
Grant of licence
(1) The Minister may, after considering an application
for a licence-- (a) grant a licence to the person making the application, or
(b) refuse to grant a licence.
(2) The Minister may grant a licence subject
to any conditions determined by the Minister and specified in the licence.
(3) A licence may be granted to one person or 2 or more persons jointly.
