operate and enure for the benefit of the owner or occupier for the time being
of the land whereon any work is constructed or used or is proposed to be
constructed or used.
For the purpose of this Division
"occupier" includes a person who has been granted an authority to enter under
the provisions of the Acts relating to mining.
