22 Application for permit--proof of identity

(1) The Commissioner must refuse to issue a permit unless the applicant provides proof of his or her identity in accordance with the requirements under the Financial Transaction Reports Act 1988 of the Commonwealth that apply in respect of the opening of a bank account.

(2) This clause does not apply in respect of the issue of a permit to a person who is currently the holder of a licence or permit under the Act.
