(1) The objective of this clause is to facilitate pedestrian and cycling access to commercial premises.
(2) This clause applies to development involving the erection of a building--(a) used only for commercial premises, or(b) involving mixed use development with at least 600m 2 of gross floor area used for commercial premises.
(3) Development consent must not be granted to the development unless the consent authority is satisfied the building includes all of the following facilities--(a) showers,(b) change rooms,(c) lockers,(d) bicycle storage areas.
