683 Application for external review

(1) An eligible person may apply to the Civil and Administrative Tribunal for an administrative review under the Administrative Decisions Review Act 1997 (an
"external review" ) of a decision made, or taken to have been made, on an internal review.

(2) The application must be made within--

(a) 28 days after the day on which the decision first came to the eligible person's notice, or

(b) any longer time the Civil and Administrative Tribunal allows.
