This legislation has been repealed.
(1) A person may erect a building only with development consent.
(2) A person may demolish a building or work only with development consent.
(3) This clause applies if the development:(a) does not require development consent to be granted under any other environmental planning instrument, and(a1) is not specified as exempt development or complying development under State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 , and(b) is not prohibited by another environmental planning instrument, and(c) is not identified in any environmental planning instrument as exempt development, and(d) does not involve Crown building work as defined by section 115M of the Act.
