The council shall not consent to the erection of a building:
(a) on land within Zone No 3 (c3) between Archer Street and Oscar Street, or
(b) on land within Zone No 5 (a) between Archer Street and Bertram Street,abutting the northern boundary of Albert Avenue unless the building is placed at least 3 metres from that boundary and the land between the building and that boundary is landscaped to the satisfaction of the council.
