EXPLANATORY STATEMENT

Firearms Amendment Bill 2014

GENERAL OUTLINE

The purpose of the Bill is to amend the Firearms Act.

NOTES ON CLAUSES

Clause 1 Short Title

States the short title of the Bill.

Clause 2 Act amended

Provides that the Bill amends the Firearms Act.

Clause 3 Amendment of s 60J (replaced)

Proposed s 60J makes it an offence for the holder of a paintball operator licence to permit a child under the age of 14 years to possess or use a paintball firearm at the approved paintball range; or knows the child is between the age of 14 and18 years of age and does not have written evidence of parental consent.

Clause 4 Amendment of Regulations

Provides that the Bill amends the Regulations.

Clause 5 Amendment of Schedule 4

Amends sch 4 of the Firearms Regulations for the issue of an infringement notice for the offence of allowing a child to possess or use a paintball firearm to play paintball if under 14, or without parental consent if between the age of 14 and 18 years.

Clause 6 Expiry of Act

Provides the Act expires on the day after it commences.
