(2) Despite anything to the contrary in the Northern Territory Civil and Administrative Tribunal Act 2014 , an affected person under section 178(b) is not to bear any costs for making an application unless the Tribunal makes a costs order against the applicant because it considers the application to be frivolous or vexatious.
