(1) A person must not be found guilty of failing to comply with a direction, prohibition or requisition under section 7 unless the direction, prohibition or requisition, as the case may be, was served on the person personally or by registered post or was published in the Gazette .
(2) As soon as practicable after the Minister publishes a direction, prohibition or requisition in the Gazette the Minister must take whatever other steps the Minister considers reasonable in the circumstances to ensure that the direction, prohibition or requisition is brought to the notice of the public.
(3) Despite section 30(3) of the Criminal Code, a direction, prohibition or requisition published in the Gazette under subsection (1) is, at the time of its publication:
(a) if it is directed or addressed to a person or persons, be deemed to be served personally on that person or those persons; and
(b) if it is directed or addressed to a body or association of persons or persons of a specified class, taken to have been served personally on each person who is a member of that body or association or class at that time.
