Northern Territory Consolidated Regulations Northern Territory Consolidated Regulations(1) An owner of a dog commits an offence if the dog is not properly contained when the dog is on the premises where the dog is usually kept.
Maximum penalty: 20 penalty units.
(2) An offence against clause (1) is an offence of strict liability.
(3) For clause (1), the following matters are immaterial:
(a) the time for which the dog is not properly contained;
(b) the ability of the owner to contain the dog.
