SUPREME COURT RULES 1987 - REG 4.05

A proceeding shall be commenced by originating motion:

        (a)     where there is no defendant to the proceeding;

        (b)     where by or under an Act an application is authorized to be made to the Court; or

        (c)     where required by this Chapter.
