Northern Territory Consolidated Regulations Northern Territory Consolidated Regulations(1) A creditor shall not, without the leave of the Court, commence a proceeding for a grant of administration.
(2) The Court may, if it thinks fit, refuse or withhold a grant to a creditor, notwithstanding that he has obtained leave to commence a proceeding for the grant.
