Northern Territory Consolidated Regulations Northern Territory Consolidated Regulations(1) A person driving a vessel must not cause or permit the vessel to tow a water-skier, unless there is in the vessel another person who is a ski observer.
Maximum penalty: 15 penalty units.
(2) A water-skier must not permit himself or herself to be towed by a vessel, unless there is in the vessel another person who is a ski observer.
