Northern Territory Numbered Acts Northern Territory Numbered Acts(1) The Minister may, in writing, appoint a person to act as a member of the Council:
(a) during a vacancy in the office of a member; or
(b) during any period, or during all periods, when a member is absent or unable to act.
(2) A person acting in the office of member:
(a) has, and may exercise, all the powers of the member for whom the person is acting; and
(b) may perform any of the functions of that member.
