Northern Territory Numbered Acts Northern Territory Numbered Acts(1) The owner of a vessel is liable for loss or damage caused by the vessel within a designated port with or without proof of negligence or intent.
(2) The master of a vessel, with proof of negligence or intent, is jointly and severally liable with the owner for loss or damage caused by the vessel within a designated port.
