1 Appropriation (Parliament) Bill 2003 APPROPRIATION (PARLIAMENT) BILL 2003 EXPLANATORY NOTES GENERAL OUTLINE Policy Objectives of the Bill Section 21 (b) of the Financial Administration and Audit Act 1977 provides that for each financial year, the Treasurer must present to the Legislative Assembly a Bill for a parliamentary Annual Appropriation Act for the financial year. This Bill provides for: · Appropriation for 2003-04 to fund the cost of providing the outputs, equity adjustment and administered items of the Legislative Assembly and parliamentary service in that year and certain outputs, equity adjustment and administered items delivered in the previous year, not previously funded; and · Supply for 2004-05 to allow the normal operations of the Legislative Assembly and parliamentary service to continue until the Appropriation (Parliament) Bill for 2004-05 receives assent. NOTES ON PROVISIONS Clause 1 provides for the short title of the Act. Clause 2 provides that the amount of $56 203 000 is appropriated for the 2003-04 financial year for the Legislative Assembly and parliamentary service for application to its departmental outputs, equity adjustment and administered items as set out in the Schedule.
2 Appropriation (Parliament) Bill 2003 It also provides that part of that amount may be applied for some payments necessary in respect of departmental outputs, equity adjustment and administered items delivered in 2002-03 which were not paid for by the end of that financial year. Clause 2 (3) provides that the amount of $56 203 000 includes the amount already authorised by the Appropriation (Parliament) Act 2002, section 3, to be paid for the financial year starting 1 July 2003. Clause 3 provides that the amount of $28 100 000 is authorised to be paid for the 2004-05 financial year for the Legislative Assembly and parliamentary service for application to its departmental outputs, equity adjustment and administered items until the Appropriation (Parliament) Bill for 2004-05 receives assent. Clause 4 repeals the Appropriation (Parliament) Act 2000 (2000 Act No. 30). The Schedule to the Bill details the total amount appropriated for the Legislative Assembly and parliamentary service and the amounts for application to its departmental outputs, equity adjustment and administered items in 2003-04.
