ANIMAL MANAGEMENT (CATS AND DOGS) ACT 2008 - SECT 64
When a regulated dog is under effective control
(1) A regulated dog is under the
"effective control" of someone only if— (a) an adult who is physically able
to control the dog— (i) is holding it by an appropriate leash; or
(ii) has
appropriately tethered it to an object fixed to a place from which the object
can not be moved by the dog and is continuously supervising the dog; or
(b)
the dog is participating in, or being exhibited or trained at, an exhibition
or an obedience trial supervised by a body recognised for this section by the
relevant local government.
(2) For subsection (1) , a dog is held by an
appropriate leash or appropriately tethered only if the leash or tether is of
the dimensions, quality and type that are appropriate to restrain the dog and
ensure it is not a risk to community health or safety.
