(1) If the chief executive reasonably believes the prospective student’s attendance at certain State schools or all State schools would pose an unacceptable risk to the safety or wellbeing of other students or staff of the schools, the chief executive must give the prospective student a notice (a
"show cause notice" ) stating the following—(a) that the chief executive proposes to exclude the prospective student from the schools for a stated period of not more than 1 year or permanently (the
"proposed action" );(b) the grounds for the proposed action;(c) an outline of the facts and circumstances forming the basis for the grounds;(d) an invitation to the prospective student to show within a stated period (the
"show cause period" ) why the proposed action should not be taken.
(2) The show cause period must be a period ending at least 14 days after the show cause notice is given to the prospective student.
