76 AEMC must not make Rules that create criminal offences or impose civil
penalties for breaches
The AEMC must not make a Rule that—
(a) creates an offence for a breach of a
provision of the Rules; or
(b) provides for a criminal penalty or civil
penalty for a breach of a provision of the Rules.
