"install" means construct, make, mark, place or erect, or affix to or paint on
any structure, and repair, maintain, manage and control.
"on" means on, in, into, over or near.
"remove" means remove, alter, discontinue, cancel, demolish or erase.
"structure" includes any building, wall, fence, pillar, post or other
structure, erection or device wheresoever situated and by whomsoever owned.
