Changing classification of a local government area
13 Changing classification of a local government area
(1) This section prescribes, for section 19 (2) (c) of the Act , the other
matters to be considered by the change commission if a proposed local
government change relates to a change of the classification of a local
government area.
(2) The criteria for a local government area to be declared
a city are that— (a) the area is the centre of a region providing
commercial, industrial, health and public sector services for the region; and
(b) the area has, for the 3 years immediately before the declaration, had—
(i) a population of at least 25,000; and
(ii) a population of at least 15,000
in its urban centre; and
(iii) a population density of at least 150 people
for each square kilometre of its urban centre.
(3) The criteria for a local
government area to be declared a town are that the area does not meet the
criteria for being declared a city but is urban in character.
(4) The
criterion for a local government area to be declared a shire is that the area
is not urban in character.
(5) The criterion for a local government area to
be declared a region is that the area be created as a result of the
amalgamation of 2 or more local government areas of any class.
