(a) recognises the natural state of watercourses, lakes, springs and aquifers has changed because of water infrastructure and the taking of water; and
(b) seeks to achieve a balance in the following outcomes—(i) the general outcomes mentioned in section 12 ;(ii) the general ecological outcomes mentioned in sections 13 and 14 ;(iii) the specific ecological outcomes mentioned in sections 15 .
