(1) The main purpose of this Act is to provide for the protection of the lives of children and for their sexual safety.
(2) This Act achieves the main purpose--
(a) by providing for the making of orders prohibiting particular sexual offenders from engaging in conduct posing a risk to the lives or sexual safety of children; and
(b) by providing that, if the respondent for an order mentioned in paragraph (a) is not a reportable offender for the Offender Reporting Act when the order is made, on the making of the order, the respondent is taken to be a reportable offender for that Act.
