(1) This section applies if—
(a) a person was affected by a reviewable decision under the Right to Information Act 2009, made before the commencement by the department; and
(b) immediately before the commencement, the person could have applied for a review of the decision under the Right to Information Act 2009, section 80 or 85; and
(c) the person had not applied for the review before the commencement; and
(d) the documents the subject of the reviewable decision are, on the commencement, in the possession, or under the control, of a network.
(2) The person may, within the period allowed under the Right to Information Act 2009, section 82(c) or 88(1)(d), apply for a review of the decision as if this Act had not commenced.
