Before section 23 —
insert—

22A Authorisation of department in which Water Act 2000 administered The department in which the Water Act 2000 is administered is authorised in relation to the State of Queensland to exercise the powers conferred and fulfil the obligations imposed by the agreement on a controlling authority.
