(1) Section 71(1), 'An entity'—

omit, insert—

'An owner of relevant land or the relevant local government'.

(2) Section 71—

insert—

'(5) In this section—

relevant land means the land the subject of the proposed mining claim or any other land necessary for access to that land.'.
