(1) The chief executive may decide to amend a substance authority, without an application by the holder of the authority, if the amendment is only for—(a) a formal or clerical reason; or(b) another reason that does not adversely affect the interests of the holder.
(2) As soon as practicable after the chief executive decides to make the amendment, the chief executive must give the holder a notice stating the amendment and the reason for the amendment.
