48 Application for dispensation

(1) If an applicant for a cultural recognition order is not able to apply for a cultural recognition order with the consent of a party whose consent is otherwise required, the applicant may apply to a court for an order dispensing with the need for the consent of the party (the
"stated party" ).

(2) The application must state the grounds on which it is made.
