Conducting meetings
128 Conducting meetings
(1) A question at a meeting of the council is to be decided by a majority of
the votes of members at the meeting.
(2) Each member at the meeting has a
vote on each question to be decided and, if the votes are equal, the member
presiding also has a casting vote.
(3) A member who is at a meeting but
abstains from voting is taken to have voted for the negative.
(4) A meeting
may be held by using any technology that reasonably allows members to hear and
take part in discussions as they happen. Example of use of technology—
teleconferencing
(5) A member who takes part in a meeting under
subsection (4) is taken to be at the meeting.
(6) A resolution is validly
made by the council, even if the resolution is not passed at a meeting, if—
(a) notice of the resolution is given under procedures approved by the
council; and
(b) a majority of the members agree in writing to the
resolution.
