(1) The chief executive of a public service entity may employ a person on a casual basis to perform work of a type ordinarily performed by—(a) an officer; or(b) a senior officer.
(2) However, subsection (1) applies only if employment of a person on either of the following employment bases is not viable or appropriate—(a) a permanent basis;(b) a temporary basis for a fixed term.
(3) A person employed under this section does not, only because of the employment, become a public service officer.
