78 Purpose of chapter(1) The main purpose of this chapter is to provide for the way a control body may perform its function of managing its code of racing.(2) Generally, the control body performs its function by—(a) making policies about the management of its code of racing, including, for example, about its licensing schemes for controlling activities relating to clubs and venues and about the way in which races are to be held for its code of racing; and(b) making rules of racing; and(c) giving directions to licensed clubs and ensuring compliance by taking disciplinary action relating to the licence of a club that does not comply with a direction.(3) A control body’s policies ensure there is guidance for persons involved in the code of racing and transparent decision-making relating to matters dealt with by the policies.
