In any case where it appears to the Registrar doubtful whether probate or
administration should be granted, or whether he should exercise any power or
discretion appertaining to his office, he shall obtain the direction of a
Judge, and act accordingly, and the Registrar shall be subject in all cases to
the control and orders of the Court.
