(1) The quorum of an
animal ethics committee established under this Act consists of 5 members
of whom—
(a)
1 must be a member appointed under section 23(3)(a); and
(b)
1 must be a member appointed under section 23(3)(b); and
(c)
1 must be a member appointed under section 23(3)(c); and
(d)
1 must be a member appointed under section 23(3)(d); and
(e)
1 must be a member appointed under section 23(3)(e).
(1a) The quorum for a
body approved as an animal ethics committee under section 23A is to be
determined in accordance with the Code unless the Minister specifies
otherwise.
(2) A decision carried
by a majority of the votes cast by the members present at a meeting of an
animal ethics committee is a decision of the committee.
(3) Each member
present at a meeting of an animal ethics committee is entitled to 1 vote on a
question arising for decision at that meeting and, in the event of an equality
of votes, the person presiding is entitled to a second, or casting, vote.
(4) Subject to this
Act, the business of an animal ethics committee may be conducted in accordance
with the Code but otherwise in such manner as the committee determines.
