73—Issue of voting papers
(1) Voting papers may
be issued to an elector claiming to vote by an officer authorised for the
purpose.
(2)
Declaration voting papers must not be issued to an elector (not being a
registered declaration voter) except on an application made in the prescribed
manner, and such an application must be supported by a written declaration of
the ground of the applicant's entitlement to make a declaration vote,
which—
(a) if
the application is made orally—must be made before the officer to whom
the application is made; or
(b) if
the application is made in writing—must be made in the application.
(3) When a ballot
paper is issued to a voter it must be authenticated—
(a) by
the initials of the officer by whom it is issued; or
(b) by a
prescribed mark.
(4) An exact record
must be kept of all persons to whom ballot papers are issued.
