(1) The Minister may
exercise a power conferred on the Minister by Part 5 of the Commonwealth
Act, including a power or function of the Minister as a member of a
Joint Authority.
(2) If, in the
exercise of a power conferred by Part 5 of the Commonwealth Act, the Minister
appoints a deputy, the deputy may exercise the power conferred by that Act on
the deputy of a member of a Joint Authority other than the
Commonwealth Minister.
