(1) The Commission
may, with the approval of the Treasurer, borrow money for the purposes of
enabling it to carry out its functions under this Act.
(2) Any liability
incurred by the Commission under subsection (1) is guaranteed by the
Treasurer.
(3) The Treasurer may,
without any other authority than this section, pay out of the Consolidated
Account any money required to satisfy any liability of the Treasurer arising
by virtue of a guarantee under this section.
