If a motor vehicle is altered during the period for which it was registered
and the alteration is such that, if it had been made before the registration,
the fee for that registration would have been less than the amount paid, the
Registrar has a discretion to refund to the registered owner or the registered
operator of the vehicle such part of the registration fee as the Registrar
thinks just in the circumstances.
