On application by the holder of a licence or learner's permit and payment of
the prescribed fee, the Registrar may, if satisfied that the licence or
learner's permit has been lost, stolen or destroyed, or on the surrender of
the licence or permit to the Registrar, issue to the holder a duplicate
licence or learner's permit.
